Ghanaian actor and political figure John Dumelo has sparked discussion online with his critique of Ghana’s “One District, One Factory” (1D1F) initiative.
In a post on X (formerly Twitter), Dumelo questioned the actual impact of 1D1F, which was launched by the government in 2017 to establish factories in each district to create jobs and reduce dependency on imports.
Dumelo’s post aimed the effectiveness of the program, specifically questioning how many of the factories have successfully reduced Ghana’s import reliance through increased exports. “What has been the impact of 1D1F?” he asked.

“How many of them, due to the export of their products, have greatly reduced importation? Name just 1!”
The One District, One Factory (1D1F) initiative is a flagship economic program in Ghana, launched by the government in 2017 under President Nana Akufo-Addo.
The primary goal of 1D1F is to boost Ghana’s industrialization by establishing at least one factory in each of the country’s 261 districts.
