Member of Parliament for Builsa South, Dr Clement Apaak, has ignited a fresh wave of conversation surrounding President Akufo-Addo’s Free Senior High School (SHS) policy, with his remarks painting a picture of discontent over its execution.
Although the policy’s intentions were welcomed by many, Dr. Apaak asserts that it has failed to deliver on its promise due to poor implementation.
In a recent interview, he boldly stated, “We all agree that Free Senior High School is a good policy, but it has been poorly implemented. The challenges are evident, and that’s why Ghanaians have decided that it’s time for a change.”

Dr. Apaak’s comments come at a time when frustrations about the policy have reached new heights, particularly among parents, teachers, and students.
The once-celebrated Free SHS initiative, designed to offer secondary education to all Ghanaian children regardless of their financial background, has been plagued by challenges that the government has struggled to address.
“Overcrowding in classrooms, delays in funding, and a lack of adequate resources are just the start of the problem,” Dr. Apaak remarked, pointing out how these issues have led to significant disruptions in schools across the country.
One of the most criticized aspects of Free SHS has been the double-track system introduced to cope with the surge in student enrollment. While the initiative was meant to ease congestion, many schools are still operating in suboptimal conditions.

Teachers have raised concerns about their ability to provide quality education in such a congested environment, further compounding the dissatisfaction surrounding the policy.
Despite the hurdles, the government has repeatedly touted Free SHS as one of its crowning achievements, even labeling it a legacy of President Akufo-Addo.
