Suame MP John Darko has raised serious concerns over the legality of President John Dramani Mahama’s “Operation Recover All Loots” (ORAL), an initiative aimed at investigating alleged misappropriations by officials of the previous government.
The lawmaker argued that the initiative lacks the constitutional foundation necessary for such a committee to operate while speaking on GHOne TV with Lilly Mohammed.
“As a country governed by law, we shouldn’t allow illegalities to continue,” Darko said passionately.
“The President must always work within the confines of the Constitution. You cannot just set up a committee without any legal basis or authority.”

He stressed that a president-elect is not mandated to create a body capable of summoning individuals for investigations, describing such actions as unlawful.
Citing existing legal avenues, he explained that the Whistleblowers Act already provides a framework for addressing wrongdoing.
“If I see some wrongdoing and report it to Okudzeto Ablakwa, it will be okay under the Whistleblowers Act. But we don’t set up a committee without a legal basis,” Darko noted.
He expressed worry that initiatives like ORAL risk undermining public trust, adding, “You can’t just create a committee and expect people to rush to it, only for them to feel that they have the authority to summon people. If there is no legal basis for it, then what they are doing is illegal.”
