In a move that has stirred significant debate, President Donald Trump signed two executive orders on Monday that aim to reshape U.S. policies on gender and diversity.
These orders reflect his administration’s broader agenda of rolling back certain social policies, focusing on issues related to biological sex recognition and the government’s stance on diversity, equity, and inclusion (DEI) programs.
The orders are set to have wide-reaching implications, affecting federal agencies, individuals seeking gender-neutral identification, and broader societal discussions on gender identity and equality.
1. Recognition of Two Biological Sexes
President Trump signed an executive order declaring that the U.S. government will officially recognize only two sexes: male and female. The order mandates the use of “sex” instead of “gender” in all federal documentation and policy.
2. Changes to Government-Issued Identification
The executive order requires that government-issued IDs, including passports and visas, accurately reflect an individual’s biological sex, effectively ending the option for gender-neutral markers, such as the “X” on passports introduced by the Biden administration in 2022.

3. End to Gender-Transition Health Care Funding
The order prohibits taxpayer funds from being used for gender-transition healthcare. Additionally, it mandates privacy in intimate spaces, ensuring single-sex spaces like prisons and shelters are designated by biological sex and not gender identity.
4. Protection of Women’s Rights Trump’s order stresses the need to protect women’s rights by ensuring that women’s spaces—such as domestic abuse shelters and workplace showers—remain reserved for biological women. It argues that policies erasing sex in language and law undermine the dignity, safety, and well-being of women.
5. Rescinding Transgender Equality Guidelines
The order calls for the rescindment of previous guidance documents, including those on transgender equality, supporting transgender youth in schools, and combating anti-LGBTQI+ harassment, all deemed inconsistent with the new gender policy.
6. Ending “Radical” Diversity, Equity, and Inclusion (DEI) Programs
Trump also signed an order targeting federal DEI programs, calling them “discriminatory” and ordering the end of DEI positions and offices within 60 days. This includes programs such as environmental justice and equity-related grants.
7. Monitoring the Economic Impact of DEI
The order establishes that key federal agencies will hold monthly meetings to assess the prevalence and economic costs of DEI programs. The goal is to scrutinize the programs’ financial and social impact.

8. A Return to “Merit-Based” Society
The orders reflect Trump’s vision for a “colorblind and merit-based” society, resisting what he described as attempts to “socially engineer race and gender into every aspect of public and private life.” His administration aims to prioritize character over race or sex in all areas of life.
9. Opposition to DEI Initiatives
Trump’s stance against DEI has gained traction among conservatives, with major corporations like Meta, McDonald’s, and Walmart beginning to scale back or end some of their diversity practices. Critics argue that DEI programs are essential for creating inclusive spaces, but the Trump administration views them as discriminatory.
10. Potential Legal Challenges
Civil rights organizations, such as the NAACP Legal Defense Fund, have expressed concerns that these orders could hinder racial and social justice efforts. The group is prepared to take legal action to prevent what it views as steps toward discrimination based on race or sex.
