In a key move marking the beginning of his new administration, President John Dramani Mahama has officially submitted his first set of ministerial nominations to the Speaker of Parliament.

This step follows the provisions of Article 78 of Ghana’s 1992 Constitution, which outlines the process for the nomination of ministers.

The nominated individuals are expected to bring their expertise and experience to key positions in the government as they aim to drive Ghana’s progress.

The nominees include:

  1. Hon. Dr. Cassiel Ato Baah Forson – Minister for Finance Designate
  2. Hon. John Abdulai Jinapor – Minister for Energy Designate
  3. Hon. Dominic Akuritinga Ayini – Attorney-General and Minister for Justice Designate

Each nominee comes with a wealth of experience, having established themselves in their respective fields. Their qualifications and track records position them as capable leaders ready to tackle the challenges facing Ghana’s economy, energy sector, and legal system.

Hon. Dr. Cassiel Ato Baah Forson – Minister for Finance Designate

Dr. Forson, a seasoned economist and tax practitioner, brings over two decades of experience in public finance and fiscal policy to the Finance Ministry. A five-term lawmaker, Dr. Forson holds a Ph.D. in Finance from the Kwame Nkrumah University of Science and Technology and an MSc in Taxation and Economics from both the University of Oxford and KNUST. His vast expertise, especially in business management and taxation, will be critical in stabilizing and growing Ghana’s economy in the years to come.

“I am honored to have been nominated to serve as Minister for Finance. I am committed to putting my knowledge of economics and public finance to work, ensuring that Ghana’s fiscal policies are in line with the expectations of Ghanaians and the international community,” Dr. Forson said in response to the nomination.

Hon. John Abdulai Jinapor – Minister for Energy Designate

A key figure in Ghana’s energy sector, Hon. Jinapor is set to bring his wealth of knowledge and experience to the Ministry of Energy. With multiple academic qualifications, including an MSc in Energy Economics from GIMPA and an MBA in Marketing, Jinapor has built a career focused on energy economics, finance, and development. His previous roles have given him a comprehensive understanding of the sector’s challenges, making him well-suited to drive innovation and transformation.

“I am excited to lead the Ministry of Energy and contribute to addressing the sector’s challenges. We have the opportunity to make energy more affordable and accessible for Ghanaians, while also ensuring sustainable growth,” Jinapor said.

Hon. Dominic Akuritinga Ayini – Attorney-General and Minister for Justice Designate

A senior lawyer with over 30 years of practice, Hon. Ayini returns to the Attorney-General’s office, a role he has previously held as Deputy Attorney General. With a Ph.D. in law from Stanford University and extensive experience in both legal practice and academia, Ayini is highly qualified to lead reforms in Ghana’s justice system. His dedication to upholding the rule of law and protecting citizens’ rights will be essential in ensuring fairness and justice across the country.

“I look forward to working with my colleagues to strengthen the legal system, ensure access to justice, and safeguard the rights of every Ghanaian citizen,” Ayini expressed upon receiving the nomination.

A Promising Start for Mahama’s Administration

These nominations reflect President Mahama’s commitment to appointing highly qualified individuals who are ready to hit the ground running. With their academic prowess and professional backgrounds, Dr. Forson, Hon. Jinapor, and Hon. Ayini are poised to make significant strides in their respective ministries.

Felix Kwakye Ofosu, the Acting Spokesperson to the President, reaffirmed the importance of these appointments in the context of the administration’s priorities. “The President is focused on ensuring that key areas of governance—economics, energy, and justice—are in the hands of professionals with proven expertise,” Kwakye Ofosu said.
