The Ghana Immigration Service (GIS) has been ordered to pay a total of GH¢910,000 in damages and compensation after unlawfully preventing Kwabena Baffour Asare from travelling to Germany.
According to a report on the GIS website, the incident occurred on June 18, 2022, when Asare was stopped from boarding his flight.
The High Court, presided over by Justice Ayitey Armah-Tetteh, ruled that the action violated his constitutional right to freedom of movement.

The court found that Asare had been wrongfully arrested and detained the previous day, June 17, 2022, on claims that he was on a stop list issued by the Ghana Police Service.
However, the plaintiff’s lawyer, Reindorf Twumasi Ankrah, successfully argued that GIS had no legal grounds to detain him or prevent his travel. The court ruled that this amounted to negligence.
Delivering judgment in Asare’s favor, the court awarded the following:
- GH¢650,000 in general damages for negligence and violation of rights.
- GH¢250,000 for loss of earnings.
- GH¢10,000 in special damages.
- GH¢50,000 as legal costs.
