Minority Leader Cassiel Ato Forson has voiced sharp criticism against the outgoing Akufo-Addo-Bawumia administration for failing to present a proposal for expenditure to cover the first quarter of 2025, labelling the move as a significant lapse in governance.
Speaking to the press after Parliament’s adjournment until January 2, 2025, Ato Forson expressed concern over the potential consequences of this omission.
“While we are very disappointed about this development, we want to caution the outgoing Akufo-Addo-Bawumia government that they will be responsible for all unmet commitments and obligations of the state from January 1 to January 7, 2025,” he stated, warning of the ramifications of leaving critical financial matters unaddressed during the transition period.

The Minority Leader criticized the government’s failure to fulfill its constitutional duty under Article 180, which mandates the president to submit a proposal for expenditure in advance of appropriation.
According to Ato Forson, this ensures financial continuity for essential public services during the transitional phase.
“In the spirit of good transition, it was expected that the outgoing president, acting pursuant to Article 180 of the Constitution, would have brought before this Parliament a proposal for expenditure to cater for the first quarter of 2025,” he emphasized.
“Sadly, President Akufo-Addo plans to leave the public service uncatered for.”
